Introduction

As part of the Japan Coast Guard's VTS Human Resource Development International Cooperation Project, we have delivered the E-Learning System for the development of VTS Operators and VTS system installation support system for ASEAN countries under the contract with JANA*3.

Pre-implementation Tasks

In recent years, the economic development of ASEAN countries has been remarkable. This trend in turn affects international logistics and as a result, the demand for marine transportation is increasing. On the other hand, in many countries, the development of port infrastructure has not progressed and port development and navigation safety measures have become urgent issues. For this reason, VTS system has been introduced as a navigation safety measure in ASEAN countries. On the other hand, few people have enough experience as VTS operators, even though they have maritime qualifications. Because of this, an urgent need has arisen to train operators that comply with IALA international standards.

Background of Installation

Since 2016, we have participated in the VTS Human Resource Development Cooperation Project sponsored by JANA*3, and installed our VTS Simulator which is a training system for training VTS operators at the ASEAN Regional Training Center (in MATRAIN) in Malaysia. Based on this, we have developed an E-learning system for VTS operators and VTS installation support system for ASEAN countries that enables efficient human resource development across national borders connecting countries via the internet. These systems were delivered to the ASEAN Regional Training Center and nine ASEAN countries in 2019.

System Features

Efficient management system using cloud

  • By connecting the training systems installed at ASEAN countries to a network, centralized data management, high maintainability, and remote maintenance are possible.
  • Trainees from ASEAN countries are able to study at their country’s base by building E-learning system for VTS operators training and VTS system installation support system on the cloud.
  • Through the cloud based system, additional functions can be added in the future if needed via software update instead of hardware change.
  • By having a cloud based system, all the data used will be protected - even if there is heavy lightning damage in the ASEAN region.

VTS operators training by E-learning system

  • Through the E-learning system, VTS operator trainees from ASEAN countries will be able to acquire expert knowledge about maritime, language, equipment, etc. The E-learning system becomes a way to support the training of operators after the introduction of a VTS system.

  • Ship collision risk analysis software using AIS*4 ship data and radar detection distance calculation software are introduced as part of the training for VTS operation managers.

Reflecting Real-time ship operation status

  • Ship operation-information can be received in real time from AIS receivers which are installed in ASEAN countries. This can be useful not only for monitoring training on the screen of IWRAP*5 and GIS*6, but also for VTS simulator training which is the system introduced at the ASEAN Regional Training Center in 2017.

Expectations after Installation

By implementing the training functions stored on the cloud that were previously used at the ASEAN Regional Training Center (MATRAIN) in Malaysia, it will be possible to easily conduct training at training centers in each country, reducing the training period at the center by one-third.
With the introduction of this E-learning system, it is possible to train VTS operators in a short period of time, contributing to the development of shipping in the ASEAN region and the safety of ship traffic. For those who have completed the training, a VTS Operator Training*7 IALA*8 Model Course V-103/1 Certificate will be issued.

Future System Expansion

Due to the worldwide pandemic of COVID-19, large-scale social restrictions such as immigration bans, domestic travel restrictions, and stay-at-home orders are imposed in various ASEAN countries. As a result, E-learning systems are attracting attention as an innovative teaching method in situations where travel between countries is limited or prohibited.
